Emden delays

Hello
My wife's new Karoq has been showing code 38 at port of exit cleared for nearly 5 weeks. Is this normal. Dealer says he has 17 cars waiting to come.
Is anyone else experiencing a delay

Thank you for the reply, the article matches up to what the dealer is saying. Fingers crossed won't be much longer now
