No they are not only charging ports. When I first got ours I tried to connect up a dashcam and the camera started 'looking' for the computer. The only way I could solve it was by buying a data blocking cable.

I haven't used the limiter function, but I guess you have selected the speed setting but not started the limiter. I would imaging you need to pull the cruise control lever to set and to push away to turn it off.

From what I recall from when I bought ours, there is no spare wheel as standard, and I specified one when we ordered. Ours is 125/70 18, and doesn't impinge on boot space. Interestingly the insert into which it fits is marked Seat, not Skoda.
